The president said.

One day she was standing at the entrance, with a look that said nothing but meant much to so many people. The morning was full of people running back and forth and as the news of the president's decision reached every office and phone, the spirit of the importance of the moment filled everyone with a sense of solemnity.

For months people were asking each other what the decision was going to be. Some thought she was going to say yes, after all, it was a campaign promise. Others realized that the cost was going to be too high.

But everyone agreed the wait was even worse than any decision. And slowly the government started to decay, paralyzed by the indecision of the head of state.

So when she finally stated her plans, everyone had a sense of relief.

-The cost is too high. Whether I said yes or no, that's not important. The decision is that I don't know and I won't ever know.

She resigned the next day. The vice president decided yes. The war started the next month. And the next year the marvelous building where she announced her decision was razed to the ground.
